What ITIL is

ITIL, the IT Infrastructure Library, is a service management framework that describes how to run IT as a set of defined services rather than a pile of tickets. Most ITSM platforms call themselves ITIL-aligned, which is why the term keeps turning up in shortlists.

What ITIL means

ITIL stands for IT Infrastructure Library. It is a published framework of service management practices covering how IT work is requested, prioritised, changed, resolved and measured. The current version, ITIL 4, was released in 2019 and is owned by PeopleCert, which acquired AXELOS in 2021. It is guidance, not a standard you can be audited against.

What ITIL 4 contains

ITIL 4 is built around the service value system and the service value chain inside it, whose six activities are plan, improve, engage, design and transition, obtain and build, and deliver and support.

Underneath sit 34 management practices, split into 14 general management, 17 service management and 3 technical management practices, framed by seven guiding principles. ITIL v3 (2011) described 26 processes across five lifecycle stages instead, so anyone quoting process counts from an older certification is describing a different model. Most teams adopt four practices first: incident management, service request management, problem management and change enablement, renamed from change management in ITIL 4.

ITIL in daily operations

In practice ITIL shows up as the record types your service desk runs on. A laptop that stops booting is an incident. A request for a new laptop is a service request with its own workflow and approvals. The recurring cause behind twelve similar incidents is a problem record. Replacing the affected driver fleet-wide is a change.

Keeping those apart is the point. If every ticket is an incident, incident volume tells you nothing about reliability and your restore-time metric averages outages with new-hire laptop orders.

ITIL and certification

ITIL certification applies to people, not products. The entry exam is ITIL 4 Foundation, sold through accredited training organisations and by PeopleCert, with higher modules grouped under Managing Professional and Strategic Leader. Providers set their own bundle prices, so there is no single published figure; ask for the exam voucher price separately from the course.

No certificate makes a tool ITIL-compliant, because ITIL is not a compliance regime. The nearest equivalent is PinkVERIFY, Pink Elephant's scheme that assesses a tool against named ITIL practices. A vendor claiming alignment without a PinkVERIFY listing is making a marketing claim, and asking which practices they mean is fair.

Why ITIL affects tool cost

ITIL practices are what vendors use to divide their tiers, so adopting more of the framework moves you up the price list. Jira Service Management is the clearest case: its Free tier covers service requests and basic incidents for up to three agents, while change management, problem management and the native CMDB appear only in Premium at $44.27 per agent per month billed annually, checked 2026-03-17. Freshservice has the same shape, with Growth at $49 per agent per month billed annually ($59 monthly) sitting above Starter.

So count the practices you will genuinely run in year one, then check which tier gates each one. The Freshservice and Jira Service Management comparison shows where the two draw that line differently, and the cost per ticket calculator tells you whether the tier jump pays for itself at your volume.

ITIL questions

What is an example of ITIL in practice?

Separating a broken laptop (an incident) from a request for a new laptop (a service request) and routing them through different workflows is ITIL in practice. The framework also covers problem records for recurring causes and change enablement for planned modifications.

Is ITIL still relevant?

Yes, as vocabulary and as tier design. Every major ITSM platform organises its features around ITIL practice names, so the framework decides which tier you need even in teams that never say the word. Teams running DevOps or SRE practices usually keep ITIL's record types and drop its approval-heavy reading of change.

How much does ITIL certification cost?

There is no single published price. ITIL 4 Foundation is sold by accredited training organisations and by PeopleCert, each setting its own rate for course plus exam voucher. Ask for the voucher price on its own if you want to compare providers.

What is the difference between ITIL and ITSM?

ITSM is the activity of managing IT as services. ITIL is one published framework for doing it, and the most widely adopted one. You can run ITSM without ITIL, but you cannot run ITIL without doing ITSM.

If ITIL is the framework, ITSM is the work it describes and the CMDB is the record it depends on. Those two definitions are the useful next stops.
